About this file

This is an industry day presentation for the Fort Devens Collective Training Barracks Design-Bid-Build construction project hosted by the U.S. Army Corps of Engineers, Louisville District on April 15, 2026. The project involves constructing a 300-bed open-bay Collective Training Enlisted Barracks at Devens Reserve Forces Training Area in Massachusetts, comprising approximately 46,000 square feet with open bay sleeping rooms, storage, team rooms, laundry, restrooms, and showers. The scope includes information systems, fire protection, alarm systems, Intrusion Detection Systems, Energy Monitoring Control Systems, site development, utilities, lighting, paving, sidewalks, curbs, gutters, storm drainage, landscaping, signage, sustainability measures, cybersecurity measures, antiterrorism force protection, and physical security measures. The project requires demolition of two adjacent buildings. The solicitation number is W912QR26RA051, to be issued in April 2026 with proposal closure in May 2026, evaluation in May/June 2026, and contract award in June 2026.

This is an unrestricted, full and open competition using a single-phase Design-Bid-Build approach with a "Best Value Trade-off" evaluation methodology. Proposals will be evaluated on past performance (most important), management plan, and schedule narrative, with all technical factors combined considered approximately equal to price. A Small Business Participation Plan is a rated evaluation factor for all offerors; large businesses must also submit a Subcontracting Plan. Proposals must be submitted through the PIEE Solicitation Module by the deadline with no late submissions accepted. All solicitation documents, amendments, and the interested vendors list will be posted to SAM.gov. Offerors must submit questions through the ProjNet system only, and an optional site visit will be provided. Key contacts include Ryan King (Contracting Specialist), Jesse Scharlow (Contracting Officer), Crystal Harbin (Deputy for Small Business), and Courtney Luckett (Small Business Professional) of the Louisville District.
