About this opportunity
The U.S. Army Corps of Engineers Louisville District issued this special notice to announce an upcoming Construction Manager at Risk competition for design and construction of an Equipment Concentration Site complex at Fort Carson, Colorado, using Other Transaction Authority under 10 USC 2808a, with an Industry Day scheduled for October 6, 2026, at 0900 Mountain Time.
The project involves constructing a fully functional 48-acre ECS complex to support maintenance and storage of military equipment for 83 regional Army Reserve units. Core facilities include a 39,313 square-foot General Purpose Warehouse, a 26,217 square-foot Area Maintenance Support Activity Shop, a 5,000 square-foot Organizational Storage Building, a 4,440 square-yard Container Storage Area, Heavy Equipment Parking with heavy-duty concrete pavements, two Tactical Vehicle Wash Facilities with water-recycling systems, a Bi-Level Loading Ramp, and advanced fire protection and cybersecurity-compliant control systems per UFC standards and Anti-Terrorism/Force Protection compliance.
The acquisition employs a two-phase CM@Risk delivery model. Phase 1 encompasses preconstruction services commencing at approximately 65% design completion, including constructability reviews, design finalization to 100%, open-book cost modeling, local subcontractor outreach, and Primavera P6 scheduling. The Government retains an off-ramp right to discontinue Phase 2 if no fair and reasonable Guaranteed Maximum Price is negotiated. Phase 2 encompasses physical construction execution at-risk under a GMP with performance and payment bonds.
Selection follows Qualifications-Based Selection with price excluded from initial evaluation. The Government intends to short-list three firms for pitch presentations, then negotiate exclusively with the single most highly qualified firm for Phase 1 pricing. Evaluation criteria in order of importance are: Corporate Experience and Relevance (maximum three completed projects within ten years demonstrating complex heavy-industrial, vehicle maintenance, or logistics/warehousing facility construction via collaborative delivery); Technical Merit addressing Target Value Design, Lean Construction, prefabrication strategies, civil site logistics including expansive clay stabilization, and secure installation coordination. Mandatory requirements include verifiable bonding and financial capacity. The solicitation is full and open competition with opportunities for small business subcontracting and mentor-protégé arrangements.
An October 6, 2026, Industry Day at Fort Carson will provide project overview, acquisition strategy, and anticipated CM@Risk requirements. Registration requires U.S. citizenship and valid identification (REAL ID, state ID with U.S. passport or certified birth certificate with Social Security Card, or valid CAC). All discussions during the Industry Day are unofficial and non-binding.
UPDATE (October 13, 2026): The formal Request for Qualifications (Notice ID W912QR279A001) was issued October 13, 2026, with responses due October 28, 2026.
