About this opportunity

The U.S. Army Corps of Engineers Baltimore District published this Special Notice to invite industry participation in an Industry Day event for the U.S. Coast Guard Yard Waterfront Optimization project located in Curtis Bay, Maryland. The event, held on October 22-23, 2025, provides an opportunity for design and construction firms to learn about the planned waterfront revitalization project and engage directly with USACE and USCG representatives. This Special Notice reflects a non-binding informational engagement intended to gather industry insights and share information about the project's acquisition strategy prior to formal solicitation. The industry representatives attending represent a diverse range of construction, engineering, and consulting firms with relevant expertise in large-scale maritime infrastructure projects. Participation in this Industry Day does not constitute a commitment to award a contract nor provides any competitive advantage in the subsequent procurement process.

The objective of this Special Notice is to solicit industry feedback on critical project elements including crane procurement strategies, dredging requirements, project labor agreements, laydown areas, and potential stipend amounts for unsuccessful offerors, with responses due by October 31, 2025. The project will be procured as a competitive design-build contract using a Design-Build to Budget approach, where evaluation will focus on mission-critical factors and innovative solutions within an established budget ceiling, with award to the best solution rather than the lowest cost. Contractors interested in serving as prime contractors and their designers were given priority registration, limited to one representative per company due to space constraints. Participation required attendees to provide a current and valid REAL ID for facility access and bring appropriate personal protective equipment including eye protection, hard hats, and closed-toed shoes for the site visit. The project timeline spans from fiscal year 2026 through 2030, with construction constrained by dredging windows occurring between October and February, and aims to prepare the Coast Guard Yard's waterfront infrastructure for the arrival of new Offshore Patrol Cutters and National Security Cutters.
