About this opportunity

The U.S. Army Corps of Engineers, Huntington District, has issued a Special Notice announcing an Industry Day scheduled for March 5, 2025, at the Robert C. Byrd Locks and Dam in Gallipolis Ferry, West Virginia. The event is specifically targeted at manufacturers, designers, and installers of Fiber Reinforced Polymer (FRP) materials for lock and dam infrastructure projects. The Corps is seeking industry feedback and expertise for potential upcoming projects involving the design, fabrication, delivery, and installation of FRP miter gates and dam bulkheads at several Ohio River Lock and Dam Projects. This market research effort aims to develop comprehensive plans and specifications for custom FRP supply items and installation methods that meet modern industry standards. Specific sites under consideration include the Racine Locks and Dam and the Robert C. Byrd Locks and Dam.

Contractors with specific NAICS codes, including 326198, 326199, 325211 for FRP manufacturing, and additional codes like 237990 or 541330 for prime or subcontracting, are highly encouraged to attend. Interested participants must contact Eileen Hodges at Eileen.S.Hodges@usace.army.mil or 304-399-5632 to confirm attendance and potentially reserve individual consultation time on March 6, 2025. All attendees are required to complete a Security Information Form, which must be submitted via password-protected email to Stephen R. Curry in the Security Office, with special provisions for non-U.S. citizens. The Industry Day will include a brief tour of the lock facility and an opportunity for detailed discussions about design, fabrication, delivery, installation, and site preparation. While the event is not a formal solicitation or contract commitment, it represents a critical opportunity for companies with FRP expertise to engage directly with the U.S. Army Corps of Engineers and potentially influence future infrastructure projects.

SPECIAL NOTICE:  VIRTUAL INDUSTRY DAY FOR FIBER REINFORCED POLYMER MANUFACTURERS, DESIGNERS AND INSTALLERS

The US Army Corps of Engineers, Huntington District, is hosting a VIRTUAL Industry Day on Wednesday, March 5, 2025, at 10:00 a.m, regarding the design, fabrication, delivery, and installation of fiber reinforced polymer miter gates at several Ohio River Lock and Dam Projects.  The Government seeks feedback from engineers and fabricators with experience overseeing complex projects, which will be used for preliminary planning purposes.  This Industry Day will be an excellent opportunity for contractors with NAICS codes 326199, 325211, for the manufacturing of FRP; and firms providing design (NAICS 541330), as well as contractors providing installation (NAICS 237990).  This effort is to help shape upcoming requirements and to virtually meet the USACE team. Manufacturing, Constructiuon and Engineering firms with experience in FRP work are highly encouraged to attend.

There will also be discussion where the Government will be seeking feedback regarding design, fabrication, delivery, USACE or contractor installation, and site preparation for this work.  Please contact Eileen Hodges to confirm your attendance on Wednesday so we can send a link to the virtual meeting to each of you.  I will need email addresses for all attendees from your firm.  Email or call me at: Eileen.S.Hodges@usace.army.mil or 304-399-5632.

This is a market research effort to assist the Corps in developing plans and specifications for the design, fabrication of custom fiber reinforced polymer supply items, and installation to modern industry standards and potential methods for fabrication/installation of the units. Subject to change, but we are aware of needing upgrades to projects such as the Racine Locks and Dam Miter Gates.

More information will be provided early next week.

Disclaimer:  This event is not considered to be a solicitation announcement nor offer of contract and is not to be construed as a commitment by the Government for any purpose.
