About this opportunity

The Department of the Navy's Naval Supply Systems Command (NAVSUP) has issued a Special Notice announcing an Industry Day for F/A-18A-F & E/A-18G Aircraft Maintenance and Repair services. The event will be hosted by Fleet Readiness Center Western Pacific (FRC WESTPAC) and NAVSUP Fleet Logistics Center Yokosuka (FLCY) in January 2025 at Naval Air Facility Atsugi in Japan. The notice is specifically focused on maintenance, repair, and overhaul (MRO) services for United States Navy aircraft forward deployed in the U.S. Indo-Pacific Command (USINDOPACOM) Area of Responsibility. This industry day is designed as a market research tool to inform potential service providers about government requirements and assess industry capabilities for supporting aircraft maintenance. The event is purely informational and does not constitute a formal solicitation.

Contractors interested in participating must submit a registration package by December 10, 2024, at 13:00 Japan Standard Time to the designated contracting officers. The registration is limited to three participants per company, and advance registration is mandatory, including completing base access request documentation. FRC WESTPAC is particularly seeking service providers with specific experience in F/A-18A-F & E/A-18G maintenance. The industry day will offer networking opportunities, including potential 30-minute one-on-one sessions between industry representatives and government contracting personnel from FLCY and the Defense Contract Management Agency (DCMA). Participants will have the chance to learn about FRC WESTPAC's mission, provide feedback on requirements, and potentially position themselves for future solicitations. Importantly, the government will not reimburse attendees for their participation, and all logistics such as lodging and food are the responsibility of the participating companies. Draft solicitation documents describing the government's requirements will be published on SAM.gov in a future update.

Agency: Department of the Navy
Office: Naval Supply Systems Command
Location: NAVSUP Fleet Logistics Center Yokosuka

Synopsis:

This is an INDUSTRY DAY ANNOUNCEMENT by Fleet Readiness Center Western Pacific (FRC WESTPAC) and NAVSUP Fleet Logistics Center Yokosuka (FLCY) for Scheduled and Unscheduled Maintenance, Repair and Overhaul (MRO) services for United States Navy F/A-18A-F & E/A-18G aircraft forward deployed in the U.S. Indo-Pacific Command (USINDOPACOM) Area of Responsibility (AOR). This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The planned industry day will serve as a market research tool, both for informing industry of United States Government (USG) requirements for these services and for determining industry's interest, awareness and capabilities for providing those services. The industry day forum will allow for networking among interested service providers and lead to USG awareness of industry's capabilities for supporting this aircraft. FRC WESTPAC will host the Industry Day at Naval Air Facility (NAF) Atsugi 23 January 2025, beginning at 9:00 AM and ending at 05:00 PM.

In general, requirements will consist of Integrated Maintenance Plan (IMP) and In-Service Repair (ISR) Depot-Level support. FRC WESTPAC is particularly interested in identifying potential service providers with F/A-18A-F & E/A-18G maintenance experience. Aviation MRO service providers will have the opportunity to learn about FRC WESTPAC's mission, to meet with contracting personnel from FLCY and Defense Contract Management Agency (DCMA), and to provide feedback to the Government to consider as we develop our requirements.

If questions arise during the industry day that cannot be answered in person, those answers will be published on SAM.gov after the event. There will be opportunities for Industry/Government one-on-one sessions for interested service providers. Depending on the number of companies attending, the one-on-one sessions are anticipated to be held in 30-minute intervals.

Advance registration for this event is required. Parties interested in attending the industry day and the one-on-one sessions must submit the attached documents (Att_2 is only required if your company representative meets the “third country national” designation defined in the Note) in your registration package via email to FLCY Contracting Officer Sara Robinson at Sara.e.robinson19.civ@us.navy.mil and FLCY Contract Specialist Jonathan Groeschel at jonathan.j.groeschel.civ@us.navy.mil. Please include N6264925RR008 in the subject of the email.

Note: Per NAFATSUGIINST 5512.9H and USFJINST 31-204, "Designated Third Country Nationals" have additional registration requirements that must be completed before base access is approved. Attendees from such designated countries are advised to not make any travel arrangements before base access approval is confirmed. FLCY/FRC WESTPAC will not process access requests for Government Officials from such designated countries.

Please also include the company's name, the names and titles of participating individuals, and contact information to include telephone numbers and email addresses in your registration package. Participating companies are further requested to provide CAGE and DUNS codes if available. No more than three (3) participants per company may register. Additional instructions for accessing the industry day location will be provided at the time registration packages are received. All registrations must be received no later than 13:00 Japan Standard Time on 10 December 2024.

Registration submittals must include NAF Atsugi Base Access requests per the attached files. Participants wishing to attend the conference who do not possess the proper documents for access to NAF Atsugi must advise the USG during the reservation process. If an attendee is other than a Japanese National or SOFA Sponsored, that individual must present a valid passport with current visa or alien registration card to the security personnel at the Main Gate in order to come aboard NAF Atsugi. FRC WESTPAC will not provide escorts for vehicles. All attendees requiring an escort must be present at the NAF Atsugi Main (Front) Gate (Google Maps pin: 35.458738,139.433580) no later than 0815 (8:15 A.M.) on 09 January 2025 to be escorted aboard the installation.

Vendors are responsible for securing their own lodging and food during this event. Industry participation is voluntary and the USG will not reimburse respondents or attendees for efforts expended as a result of this notice.

The government will provide draft solicitation documents describing our planned requirements in a future update to SAM.gov.
