About this opportunity
The Department of the Army Materiel Command Contracting Command Detroit Arsenal has issued a Special Notice announcing an Industry Day for the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA) focused on developing a Soft Kill Active Protection System (APS). The event is scheduled for June 11, 2025, at 2:00 PM Eastern Daylight Time and will be held at the Velocity Center in Sterling Heights, Michigan. This industry day is specifically designed to engage with potential technology developers for a ground combat vehicle protection system. The notice is part of a broader initiative to advance vehicle defense technologies through the National Advance Mobility Consortium (NAMC). The event represents a strategic approach to exploring innovative solutions for protecting military vehicles from anti-armor munitions.
Participation in the Industry Day is exclusively limited to members of the National Advance Mobility Consortium, with interested parties required to register through the NAMC website prior to the event. The Soft Kill APS project seeks a modular, safety-compliant system that can detect, identify, and neutralize threats to ground combat vehicles, with an emphasis on future expandability and integration capabilities. Contractors must submit any questions through NAMC by 3:00 PM on June 2, 2025, to be considered. The Army anticipates pursuing a follow-on production effort under 10 U.S.C. 2371b(f), which allows for a potential production contract without competitive procedures if the prototype project is successfully completed. The system must be designed to integrate future sensor and countermeasure solutions that are Modular Active Framework (MAF)-compliant. Potential participants should carefully review the requirements and ensure they meet the consortium membership criteria before attempting to engage with this opportunity.
