About this opportunity

The United States Army Corps of Engineers (USACE) has issued a Special Notice for an Industry Day event related to construction projects supporting the Peruvian Navy at the Port of Callao. Scheduled for May 8, 2025, at the Centro Naval del Peru in San Borja, the event will focus on maritime and shoreside infrastructure development. USACE is seeking experienced contractors capable of design, construction, and repair of facilities, utilities, and infrastructure through a government-to-government agreement. The event is part of a comprehensive naval base and port infrastructure development plan with a 30-year horizon from 2019-2048. The total potential contract value is estimated at $950 million over five years.

Contractors interested in participating must complete a multi-step registration process prior to the event, including obtaining an NCAGE code, creating a SAM account with a Unique Entity Identifier, and securing PIEE access. All solicitations will be exclusively announced on SAM.gov and submitted through https://piee.eb.mil. Eligible contractors must be Peru-domiciled construction firms with specific qualifications, including experience in port construction, design capabilities, and proven past performance. The procurement will utilize Multiple Award Task Order Contracts (MATOC) with a two-phase selection process, emphasizing best-value acquisitions that consider both price and non-price factors. The planned solicitations include four key procurement phases: coastline revetment and boat ramps, breakwater design and construction, dredging and pier design/construction, with anticipated contract issuance dates between September and December 2025.
