About this opportunity
The National Institutes of Health (NIH) is seeking industrial water treatment services for a pilot project in Building 10 E-wing and F-Wing at the NIH Bethesda campus. The procurement involves comprehensive water treatment services for closed loop systems, including water treatment, system analysis, chemical treatment, glycol management, corrosion monitoring, and integration with the existing Siemens Building Automation System. Vendors must perform metallurgy surveys, install corrosion racks, clean and passivate hydronic systems, and provide ongoing water treatment solutions using sodium nitrate with azole as a corrosion inhibitor with monthly testing requirements. The contract will be evaluated using best value criteria, requiring both pricing and technical proposals submitted to Contracting Officer Brian Baek at brian.baek@nih.gov. Critical dates include the site visit scheduled for June 12, 2025 at 0900 hours (with attendance confirmation required by June 10), Request for Information submissions due by close of business June 17, 2025, and final proposals due July 14, 2025.
This opportunity is designated as a Total Small Business set-aside under NAICS code 541620 (Environmental Consulting Services) with no incumbent contractors identified in the available documentation. The contract will be administered by the NIH Division of Facilities Operations and Maintenance (DFOM) with performance taking place at the NIH Bethesda campus in Maryland. The solicitation reveals that NIH lacks comprehensive existing data on the water systems, requiring vendors to rely on site visits and technical expertise to develop accurate proposals and pricing. Vendors must demonstrate capability in managing chemical inventories, potential secondary containment requirements, and comprehensive water treatment solutions for institutional closed loop systems. The Questions and Answers document indicates that successful contractors will need specialized expertise in industrial water treatment systems and the ability to integrate with existing building automation infrastructure.
