About this opportunity
The Department of Labor's Bureau of Labor Statistics is seeking a contractor to develop and maintain industrial building construction data and price updates through this Request for Quotation. The contractor will be required to develop and maintain four regional industrial building cost models covering the Northeast, South, Midwest, and West Census regions, collecting comprehensive data on new industrial building projects that were bid, under construction, or completed between June 1, 2022, and June 1, 2025. The work includes creating detailed cost models that reflect market costs for each region and developing a methodology to update costs quarterly. Quotations will be evaluated based on technical approach, past performance, and price, with technical factors being significantly more important than the other evaluation criteria. The submission deadline is August 29, 2025, at 10:00 AM ET.
Despite the solicitation notice indicating "No Set-Aside Used," the government file summary indicates this procurement is actually set aside for Women-Owned Small Business (WOSB) concerns under NAICS code 541990 with a size standard of $19.5 million. The contract structure includes a base period from September 8, 2025, to May 31, 2026, followed by four optional one-year extension periods that could extend the contract through May 31, 2030. No current incumbents or specific award values are mentioned in the available documentation. The work involves developing cost models for industrial building projects across four major U.S. Census regions, requiring substantial data collection and analysis capabilities. Performance will take place in Suitland, Maryland.
