About this opportunity

The Department of the Interior National Park Service Midwest Region seeks revegetation services for Pinhook Bog at Indiana Dunes National Park, with quotes due July 30, 2026 at 12:00 PM ET. This procurement is a 100% total small business set-aside under NAICS 561730 (Landscaping Services), with a $9.5 million size standard.

Place of performance is Pinhook Bog in La Porte, Indiana. A mandatory site visit is scheduled for July 13, 2026 at 9:30 AM CT at Pinhook Bog Trailhead Parking Lot. The contract is issued as a combined synopsis/solicitation under FAR Part 12 via RFQ, with Standard Form 1449 and firm-fixed-price terms.

The base scope covers revegetation of approximately 2 acres total—1.5 acres across three excavation and access route areas at the project site and 0.5 acres at a borrow material site—with an option for up to an additional 2 acres. Performance period is 730 days after award. The contractor must install native herbaceous plants, shrubs, and trees from locally endemic species; provide all labor, materials, water (not available onsite), and equipment; perform site preparation and drill seeding; apply weed-free mulch; provide one full growing season of maintenance and watering; replace dead plants to achieve minimum 80% survival of shrubs and container plants after the first growing season; and maintain minimum 60% native vegetative cover. Six invasive species (Canada thistle, cattail, phragmites, purple loosestrife, reed canary grass, poison hemlock) must not be present in restoration areas. Work occurs between 8 a.m. and 5 p.m. CST during normal business hours; no work before sunrise, after sunset, or with 4+ inches of snow accumulation. The warranty period extends to October 31, 2028. Service Contract Act prevailing wages apply under Wage Determination 2015-4783, Revision 28, with fringe benefits of $5.55 to $5.89 per hour.

Evaluation criteria include price, technical capability demonstrating specialization or documented experience in the required scope, and prior experience with at least three similar projects within the past five years. Anticipated award date is on or before August 31, 2026. Offerors must hold an active Unique Entity Identifier and be registered in SAM at quote submission, award, and throughout performance. Quotes should be submitted to Christopher Bauer at christopher_bauer@ios.doi.gov.
