About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking a vendor to design, develop, and deliver mobile kiosk unit prototypes that will enable disaster survivors to self-service their assistance requests through a user-friendly interface. These compact, portable units must integrate with FEMA's Salesforce-based disaster assistance platform and support core functions including document uploads, case status checks, profile updates, and escalation to live call-center agents. Key requirements include ADA compliance, Section 508 accessibility standards, FIPS-validated cryptography, full-disk encryption, multi-language support (English and Spanish), automatic session management with secure data deletion, and connectivity via facility WiFi or embedded cellular backup capabilities. The procurement will evaluate vendors based on their technical approach, ability to meet security and compliance requirements, experience integrating with commercial CRM platforms like Salesforce, and demonstrated capacity to support long-term production and nationwide scaling. Responses to the Request for Information must be submitted electronically by 3:00 PM EST on February 7, 2026, with technical questions due by January 23, 2026.
This procurement carries no set-aside designation and involves no incumbent contractor or identified current providers. FEMA anticipates deploying several dozen prototype units for field testing in late spring to early summer 2026, with a notional goal for broader deployment by mid-2027, ultimately targeting hundreds to low thousands of units across multiple regions and community sites. Kiosks must not exceed 72 inches in height and weigh under 150 pounds to ensure portability and air-transportability by small teams without specialized equipment. FEMA requests rough order of magnitude pricing that distinguishes between prototype-phase costs and fully fielded solution costs, with scenarios modeling tens, hundreds, and low-thousands of units, and is open to alternative commercial models including subscription-based licensing, managed services, leasing, and hybrid approaches. The classified procurement aligns with NAICS code 541512 (Computer Systems Design Services) and PSC category DA01 (IT and Telecom—Business Application/Application Development Support Services).
Notice text
FEMA has a requirement for Mobile Kiosk Units as prototypes to test in the field. The units will be a part of rapid deployment systems that quickly respond to disasters, emergencies, or special events. These units will provide survivors with another way to interface with FEMA if they prefer a self-service option to apply for assistance, upload any documents, check on their case status, and potentially see what services other Federal and SLTT agencies can provide to them. FEMA is seeking a vendor to design, develop, and deliver kiosks that meet FEMA's technical, accessibility, security, and operational requirements. Additionally, the contractor will ensure the kiosks are compact, portable, and equipped with necessary features, such as ADA compliance, privacy measures, internet connectivity, and integration with disasterassistance.gov. Optional features, such as battery backup, anti-theft mechanisms, and remote monitoring capabilities, may be included to enhance functionality.
The Kiosks will be retained, stored and transported by FEMA, as needed.
