About this opportunity
The Department of the Interior's Indian Health Services intends to award a sole-source follow-on contract under the Buy Indian Act to continue providing behavioral health integration services across IHS, Tribal, and Urban Indian health programs through March 2027.
The justification rests on market research findings that only one Indian Small Business Entity possesses the capability to perform the work. Approximately five additional Native American-owned small businesses were identified but lacked relevant performance histories and key service capabilities. The incumbent contractor holds established relationships with 14 IHS, Tribal, and Urban Indian Organization grantees and possesses institutional knowledge of culturally informed, trauma-informed service delivery that cannot be quickly replicated. The Contracting Officer determined that transitioning to a new vendor would require 7–13 months for procurement and transition, creating unacceptable risk of service disruption to vulnerable American Indian/Alaska Native populations. The requirement includes screening for mental health and substance use disorders, assessment and diagnosis of suicidality and trauma, patient-centered treatment planning, evidence-based outpatient behavioral health and substance use treatment, crisis intervention, peer support, and comprehensive care coordination. The underlying purchase order (140D0421P0043) expires May 24, 2026. The Contracting Officer will conduct a cost/price analysis to ensure fair and reasonable pricing and will pursue competition in future acquisitions if qualified Indian-owned vendors develop market capacity.
