About this opportunity

The Department of the Army Corps of Engineers Humphreys Engineer Center Support Activity is seeking an eligible 501(c)(3) organization to provide Independent External Peer Review (IEPR) services for the Wilmington Harbor 403 Letter Report and Environmental Impact Statement in North Carolina. This firm-fixed-price contract will require the contractor to establish a multidisciplinary panel of experts to conduct a comprehensive technical review of proposed harbor deepening improvements from -42 feet to either -47 feet or -46 feet mean lower low water, including channel widening and a 9-mile channel extension. The review panel must include expertise in civil works planning, economics, environmental science, hydrology/hydraulics, coastal engineering, and geotechnical engineering to evaluate approximately 2,940 pages of technical documents. Awards will be made based on a best-value assessment considering technical approach, past performance, and price. Proposals are due September 12, 2025, and the performance period extends from August 22, 2025, through November 20, 2026.

This solicitation does not include any set-aside designations and follows FAR Part 13 Simplified Acquisition Procedures. The pricing sheet indicates a total project cost of $1,500 based on 150 labor hours across multiple technical disciplines and subtasks, though this appears to represent base pricing for the structured review process. The project involves reviewing a proposed navigation system improvement with an estimated total project cost of $834.1 million aimed at enhancing cargo transportation efficiencies for larger vessels serving the Port of Wilmington. Performance will occur primarily through document review and expert panel activities, with no incumbent contractor identified in the available documentation. The review process is mandated by the Water Resources Development Act of 2007 and must comply with National Academy of Sciences policies for committee member selection.
