About this file

This document is a Questions and Answers (Q&A) file for an Independent External Peer Review (IEPR) solicitation for the Wilmington Harbor 403 Letter Report and Environmental Impact Statement in North Carolina. The Q&A addresses two key points: first, clarifying that there will be no Corps Senior Leaders' Meeting for this project, and second, confirming that a panel member can cover multiple disciplines if they meet the required expertise requirements.

The related federal contract opportunity is a Request for Proposal (RFP) issued by the Department of the Army Corps of Engineers, seeking a firm-fixed-price contract for technical services supporting Independent External Peer Reviews of water resource projects. The solicitation requires an eligible 501(c)(3) organization to establish an expert panel for conducting peer reviews in accordance with Water Resources Development Act guidelines. The procurement will follow Federal Acquisition Regulations Part 13 Simplified Acquisition Procedures, with award based on comparative assessment of proposals submitted through SAM.gov.

Q1: Task 3 states “The Corps Senior Leaders’ Meeting will occur after the public review of the draft EIS and Letter Report has ended and IEPR Task 5 of the PWS has been completed.” However, Appendix A states that the Senior Leader’s Meeting will take place on 05-NOV-2025. Is this date correct as it falls prior to Task 5 being completed. Wondering if it should be in Nov 2026?

A1: There will be no Corps Senior Leaders’ Meeting for this project.

Q2: Please verify whether a panel member can be used to cover more than one discipline under these solicitations, if appropriate.

A2: Yes; a panel member can be used to cover more than one discipline if that reviewer meets all position description/expertise requirements.
