About this opportunity

The Defense Health Agency intends to award a sole-source task order to Accenture Federal Services LLC for independent due diligence and feasibility assessment of domestic pharmaceutical manufacturing solutions for military-essential medications, under an urgent national security exception to fair opportunity on July 1, 2026.

The justification cites FAR 16.505(b)(2)(ii)(B) and unusual and compelling urgency under FAR 16.507-6(b)(1). The Department of War faces an existential supply chain vulnerability: Active Pharmaceutical Ingredients and Key Starting Materials for the military's top 25 combat-essential medications are sourced almost entirely from foreign sources. The Government determined that only Accenture possesses the combination of cleared subject matter experts, proprietary pharmaceutical supply chain mapping datasets, and commercial-financial evaluation frameworks required to meet an imminent investment decision deadline, with competing the requirement through fair opportunity introducing an unacceptable 90-day administrative delay.

The task order is being issued under the existing Defense Logistics Agency JETS IDIQ contract SP4709-24-D-0079 (NAICS 541519). The base period is 10 weeks from task order issuance. Accenture will deliver four primary deliverables: proposal assessment of manufacturing approach, technical feasibility assessment, economic and financial assessment including independent cost estimates and ROI modeling, and formal recommendation on proceeding with the proposed domestic manufacturing solution. Place of performance is Aurora, Colorado. Funding is through Operations and Maintenance. The Government will secure Government Purpose Rights to all deliverables to prevent proprietary lock-in and enable future competitive acquisitions.

Notice text

1. An immediate, urgent action was required to support the Assistant Secretary of War for Health Affairs (ASW(HA)) in evaluating and securing the domestic manufacturing base for military-essential medications. The Department of War (DoW) currently faces an existential supply chain vulnerability, as the Active Pharmaceutical Ingredients (APIs) and Key Starting Materials (KSMs) for the military's top 25 combat-essential medications are sourced almost entirely from foreign sources.

2. This effort requires independent technical, regulatory, and economic due diligence assessments of proposed domestic pharmaceutical manufacturing solutions. The end result will provide a strategic roadmap and actionable financial underwriting analysis to ensure the DoD can rapidly secure its essential medical supply chain without relying on foreign entities.

3. The Government has determined that the need to ensure the DoD can rapidly secure its essential medical supply chain without relying on foreign entities is of such an unusual and compelling urgency (FAR 16.507-6(b)(1) (RFO)) that the Government has pursued a sole source procurement for the services described above.
