The scope of work includes all labor, management, supervision, tools, materials, equipment, and transportation necessary to perform painting services, which may encompass repair or replacement work, removal and reinstallation work, and ultra-high performance protective coating application. A critical requirement is that contractors must be duly authorized to operate in Japan, registered to do business in the country, and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport or a prefectural government. All contract performance will occur entirely within Japan, and contractors must fully comply with all applicable Japanese laws, decrees, labor standards, and regulations. The notice does not disclose specific award values, budget ranges, or the total quantity of painting projects anticipated under the IDIQ contract. No incumbent contractor or current contract information is provided in this presolicitation announcement. The contract will be awarded on an Indefinite Delivery/Indefinite Quantity basis, meaning work will be accomplished through task orders issued against the basic IDIQ contract rather than as a single fixed scope.
