RFI 1: On page 5 under Submission Requirements you note the page limit does not include ISRs, certificates, PPQs, licenses, or the draft subcontracting plan... Since this a small business set-aside contract is a small business subcontracting plan required? Is it required only if a small business prime has small business subs?
RFI 1 RESPONSE: No subcontracting plan is required since this is a small business set aside.
RFI 2: In addition to submitting the complete CPAR/PPQ package for the 5 sample projects, can we submit a total tally of CPAR ratings for the team from the last 5 years (including the 5 sample projects)? This would be in tabular format in Section H.
RFI 2 RESPONSE: Not required. The Government will pull past performance from the Past Performance Information Retrieval System (PPIRS).
RFI 3: As part of Amendment 3, there was a question pertaining to Teaming Agreements. The solicitation only makes references to Teaming Arrangements...are these synonymous? If so, the contractor SF330 package is to submit a FOIA request, thus exposure of executed legal Teaming Agreements with our teaming partners. Is this the intent?
RFI 3 RESPONSE: Teaming Agreements are not required as long as the arrangement is identified and company relationships are fully disclosed in the SF330. If a Joint Venture teaming arrangement is already established for submittal, the copy of the agreement shall be submitted.
Any Joint Venture selected for award without an agreement in place will have to submit the agreement prior to award.
RFI 4: The solicitation makes reference to FAR 52.219-18 which pertains to 8a firms as a requirement for JVs and consortia of firms. Is the intent that this solicitation be an 8a set-aside? If not 8a set-aside, does this require that a consortia of firms include an 8a firm as a teaming partner?
RFI 4 RESPONSE: Verbiage removed in Amendment 4.
RFI 5: Should the company tabular data from page 11 be presented in Section E?
RFI 5 RESPONSE: Section H.
RFI 6: “Page 5 of the original solicitation under SUBMISSION REQUIREMENTS states “Introductions shall be included in Sections E and F.†This is not normally part of the SF330 format.
Do we modify the SF330 format for Sections E and F to incorporate this Introduction section? Or do we keep the integrity of the SF330 format and provide the Introduction outside of the SF330 format?
RFI 6 RESPONSE: Introductions shall be no more than 1 page, 11 pt or larger, Times New Roman font and placed outside Section E of the SF330. This page will not be included in the page count.
RFI 7: I was wondering if you can confirm it is a Small Business set-aside and not an 8(a) set-aside?
RFI 7 RESPONSE: Yes, Small Business Set Aside.
RFI 8: Reference the Aug 30 modification to the above solicitation: Consistent with the increase of the maximum project size to $1M (thus expanding the selection pool of eligible projects) can the project completion date be changed to coincide with the proposal submission date of October 4th?
RFI 8 RESPONSE: The Government does not intend to change the date for the project completion for the project submittals.
ALL RFIs MUST BE SUBMITTED IN WRITING IN ORDER TO BE ANSWERED.
RFI’s WILL BE ANSWERED VIA NECO AND FEDBIZOPS. NO PHONE CALLS WILL BE RESPONDED TO DURING OPEN PROCUREMENTS. RFIs MUST HAVE BEEN SUBMITTED BY 20 SEPTEMBER 2016. NO ADDITIONAL QUESTIONS WILL BE RESPONDED TO BY THE GOVERNMENT.

RFI 1: Do we need to submit any ISRs (Individual Subcontract Reports) that are mentioned on page 5 last paragraph at bottom. I combed through the announcement again and could find no requirement to provide this other than the reference on page 5.
RFI 1 RESPONSE: No.
RFI 2: The RFP (top of page 7) states for key personnel resumes: cite a minimum of 2 recent (within the past 5 years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract.
Is it acceptable to submit projects older than 5 years once the minimum of 2 within 5 years above has been satisfied without penalty?
RFI 2 RESPONSE: No projects will be accepted outside the relevant and recent definitions in the synopsis.
RFI 3: Will you require full copies of executed teaming agreements and if so how should they be transmitted (along with the SF 330 submission as a separate event?). How should teaming agreement relationships be treated within the SF330 - in the introduction or the proposed team in tabular form?
RFI 3 RESPONSE: Full copies are required and should be submitted with the SF330. Should be discussed in both areas as appropriate.
RFI 4: In the proposed team in tabular form should percentage of time committed to the team reflect work share in teaming agreements or working with the current teaming solution on other projects or time with their company? Can you clarify the desired statistic for this request?
RFI 4 RESPONSE: You will need to define how the proposed team will work on our projects.
RFI 5: Should the company tabular data from page 11 be presented in Section E?
RFI 5 RESPONSE: Section H.
RFI 6: Page 5: Introductions shall be included in Sections E and F. Please include your DUNS, CAGE, and TIN numbers in Block 30 of the SF-330. Is there a specific format for this input?
RFI 6 RESPONSE: No.
RFI 7: What is the current version of the SF330?
RFI 7 RESPONSE: Version dated 3/2013.
RFI 8: Page 7, Criterion 2 – Specialized Experience (SF330, Part I, Section F). Provide a minimum of 3 and maximum of 5 projects. Is it possible to reconsider the number of Section F’s? Typically, ten Section F’s are provided. The quantity requested in the solicitation limits the ability to demonstrate the breadth of the experiences as a team.
In particular, the G matrix will be difficult to show the team’s experience with each other.
RFI 8 RESPONSE: No. Maximum is 5 projects.
RFI 9: Eight items are listed as example of experience to be shown using the Section Fs. Is there a priority to this list of items?
RFI 9 RESPONSE: No.
ALL RFIs MUST BE SUBMITTED IN WRITING IN ORDER TO BE ANSWERED. RFI’s WILL BE ANSWERED VIA NECO AND FEDBIZOPS. NO PHONE CALLS WILL BE RESPONDED TO DURING OPEN PROCUREMENTS. RFIs MUST BE SUBMITTED BY 20 SEPTEMBER 2016.

RFI 1: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity?
RFI 1 RESPONSE: This is not a follow-on requirement.
RFI 2: Can the dollar threshold for Sample Projects be increased?
RFI 2 RESPONSE: Yes, project maximum size for evaluation purposes is increased from $300K to $1M.
RFI 3: Do we need to show proof of Landscape Architecture license and registration to conduct this type of business? The solicitation only states architecture or engineering.
RFI 3 RESPONSE: No.
RFI 4: Under the scenario where a base Task Order was modified and additional services were added...can the base task order be counted as a sample project without the modification? Along the same line...can a modification to a Task order be considered as a project? We are asking this because the fee for the base Task Order with the modification exceeds the $300k limit for sample projects.
RFI 4 RESPONSE: The task order as a whole is considered a “project†and must be between $50K and $1M.
RFI 5: On Page 11 of the Solicitation under Section D there is this statement, Note that all individuals listed in the organization chart are not required to have a resume, only those key personnel and disciplines listed in Evaluation Factor 2. Should this not say Evaluation Factor 1?
RFI 5 RESPONSE: Yes, changed.
RFI 6: We do not see safety ratings (EMR, DART, etc) as a requirement within the solicitation. Do we need to provide these with our response? For prime and subs or just prime?
RFI 6 RESPONSE: The Government will not evaluate safety for this synopsis. No EMR or DART is required.
RFI 7: Can a firm be a prime on one team and be a subcontractor on another team?
RFI 7 RESPONSE: Yes.

RFI’s WILL BE ANSWERED VIA NECO AND FEDBIZOPS. NO PHONE CALLS WILL BE RESPONDED TO DURING OPEN PROCUREMENTS. RFIs MUST BE SUBMITTED BY 20 SEPTEMBER 2016.
