About this opportunity
The Department of the Navy Naval Facilities Engineering Command (NAVFAC) Southwest issued a Special Notice for an Indefinite Delivery/Indefinite Quantity (IDIQ) Commercial Items Multiple Award Service Contract (MASC) for multifunction services at various government installations. The contract was awarded to Chugach Consolidated Solutions, LLC under an exception to fair opportunity due to urgent service needs. Specifically, the contract focuses on maintenance of Emergency Critical Emergency Life (ECEL) generators at Naval Medical Center San Diego. The procurement was deemed critical because the generators power life and safety systems, and lack of preventative maintenance could severely impact hospital life support systems. The contract was issued under Federal Acquisition Regulations (FAR) 16.505(b)(2)(i)(A), which allows for expedited procurement in urgent situations.
The primary objective of this Special Notice is to provide immediate maintenance services for critical hospital life support generator systems, with a performance period of 365 calendar days. Chugach Consolidated Solutions was selected as the sole-source contractor due to their current on-site presence, capability to perform emergency work within required timeframes, and proven track record of similar service contracts. The contract is justified under 10 U.S.C. Section 3406(c)(1) for urgent maintenance needs that protect and preserve warranty on expensive, life-critical equipment. NAVFAC Southwest indicates this is a one-time, sole-source procurement, with potential for a competitive solicitation for any follow-on task orders. The contract falls under NAICS Category 561210 (Facilities Support Services) and PSC Category Z1PZ (Maintenance of Other Non-Building Facilities), with no specific set-aside restrictions for contractor participation.
