About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to sole source a procurement for an Incucyte SX5 HD/3CLR imaging system from Sartorius Corporation. The solicitation seeks an advanced live-cell imaging and analysis system with specific technical requirements, including up to five fluorescence channels, high-resolution imaging capabilities, real-time kinetic monitoring, and automated analysis features. The agency is using a sole source procurement method under statutory authority 41 U.S.C. 1901(a)(1), indicating only one responsible source can satisfy their requirements. Vendors interested in submitting a capability statement must address all specified technical requirements and submit documents through the NIAID electronic Simplified Acquisition Submission System (eSASS) by 10:00 am Eastern Standard Time on December 19, 2024. Submissions must comprehensively demonstrate the system's ability to support various cell biology research applications with advanced imaging and analysis capabilities.
There are no specific set-aside designations for this procurement, and the opportunity is open to all responsible sources. The system will support NIAID's ongoing project initiated in 2002 for performing administrative assessments of foreign grant recipients and contractors. While no specific award value is mentioned, the procurement is for a sophisticated scientific instrument with complex specifications, including support for up to six microplates, automated turret with multiple objectives, and optional optical modules for specialized assays. The system's capabilities include green/orange/NIR optical modules, real-time data analysis, and versatility across multiple cell biology research applications. Potential vendors must register in the eSASS system to submit quotes, with late submissions being handled in accordance with Federal Acquisition Regulation (FAR) provisions.

NOTICE OF INTENT TO SOLE SOURCE
NOI-NIAID-25-2250315
NAICS – 334516
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on other than full and open competition basis with Sartorius Corporation, manufacturer of Incucyte SX5 HD/3CLR and required software.
The Department of Health and Human Services (DHHS), National Institute of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Division of Extramural Activities (DEA) began a project in 2002 to perform onsite administrative assessments of the administrative operations and procedures of foreign grant recipients and contractors receiving funds from NIAID. The project provides foreign recipients with proper oversight of awards by way of performing onsite international financial systems reviews and provides related administrative technical assistance that supports the NIAID grant, cooperative agreement, and contract awardees.
If any vendor submits a capability statement, the statement must address the following requirements to be considered. Capability statements that do not address each of the bulleted items, will not be considered.
- Advanced live-cell imaging and analysis with up to five fluorescence channels (up to three simultaneously), including a long-wavelength, low phototoxicity NIR channel.
- Ideal for long-term time-lapse experiments due to low phototoxicity.
- High-resolution imaging for precise cell observation.
- Real-time kinetic monitoring for continuous tracking of cell behavior.
- Automated analysis capabilities for efficient data processing during experiments.
- Supports up to six microplates in parallel, accommodating a wide range of vessels for live-cell analysis.
- Unique moving optical pathway ensures cells remain undisturbed in the incubator environment during assays.
- Automated turret with 4X/10X/20X objectives, ideal for multi-user laboratories conducting multiple concurrent assays.
- Green/Orange/NIR Optical Module included for standard and neuronal activity assays.
- Optional Green/Red Optical Module and ATP Optical Module available for specific assays, such as FRET-based ATP assays.
- Real-time data analysis allows for immediate insights into cell behavior during experimentation.
- Versatile for a variety of cell biology research applications, offering more colors, advanced imaging, and analysis capabilities.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered. The documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov, (subject line to reference NOI-NIAID-25-2250315 by 10:00 am eastern standard time December 19, 2024. All vendors must register in the eSASS system to submit a quotation. Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit an offer that will be considered by this Agency.
