About this opportunity

The United States Agency for International Development (USAID) in Bangladesh is seeking proposals for a five-year, cost-plus-fixed-fee contract to implement the Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF). The total estimated cost of the contract is between $33-35 million. Summary Project Description:

The purpose of this contract is to create more environmentally friendly agricultural sector with increased MSME (Micro, Small, and Medium Enterprises) and farmer revenue and new job creation, contributing to overall economic growth and public fund. The activity will use three integrated, demand-driven approaches—

1) Designing, deploying, and embedding smart incentives among Fis (Financial Institution)

2) Building strategic partnerships among FIs and value chain players; and

3) Advancing inclusive credit policies through institutionalized public-private engagement and through interventions derived from these three integrated approaches resulting in $448M in lending to 52,300 farmers and 2,120 MSMEs.

The project will also catalyze systemic change in the agricultural credit market, using grant-based incentives to shift behavior among financial institutions (FIs)—including banks, non-banking FIs (NBFIs), microfinance institutions (MFIs), and fintechs—to make agricultural credit more sustainable, climate resilient, and inclusive for underserved groups (i.e., women, youth, first-time borrowers, indigenous and ethnic minorities, LGBTQI+ community).
