About this opportunity

The Defense Advanced Research Projects Agency seeks proposals to develop algorithmic decision-makers that can assume human-off-the-loop responsibilities for difficult decision-making domains like combat medical triage and mass casualty triage through its In the Moment program. Proposals are due May 17, 2022 and must demonstrate capabilities for building, evaluating, and fielding autonomous decision-making in situations with uncertainty, time pressure, limited resources, and conflicting values. Awards will be made based on technical merit, qualifications, and offerors' ability to achieve measurable milestones in overcoming associated technical challenges.

There is no set-aside designation for this opportunity. It is classified under NAICS code 541715 for research and development in the physical, engineering, and life sciences with an anticipated budget between $5-10 million over 42 months. Current contractors engaged in related research include Anthropic and Soar Technology which may also respond to this pre-solicitation. Proposals should not exceed 20 pages and must utilize the templates provided to detail technical approaches, schedules, costs broken out by phase, team members, and intellectual property restrictions for evaluation.

Notice text

The Defense Sciences Office (DSO) at the Defense Advanced Research Projects Agency (DARPA) is soliciting innovative research proposals for research and technology development that supports the building, evaluating, and fielding of algorithmic decision-makers that can assume human-off-the-loop decision-making responsibilities in difficult domains, such as combat medical triage. Difficult domains are those where trusted decision-makers disagree; no right answer exists; and uncertainty, time-pressure, resource limitations, and conflicting values create significant decision-making challenges. Other examples of difficult domains include first response and disaster relief. Two specific domains have been identified for this effort - small unit triage in austere environments and mass casualty triage.
