About this file
This document contains an abstract template for proposals submitted in response to Defense Advanced Research Projects Agency solicitation HR001122S0031. The solicitation seeks innovative research proposals to develop algorithmic decision-makers that can assume human-off-the-loop responsibilities for difficult decision-making domains like combat medical triage in austere environments and mass casualty triage. The abstract template outlines the required components for submissions, including goals and impact, technical plan, capabilities and management plan, cost and schedule, optional bibliography, and optional key personnel bios. Proposals are to be submitted in PDF, ODX, DOC, or DOCX format in English with 1-inch margins and minimum 12-point font over a maximum of 3 pages excluding appendices. Estimated costs must be provided for the entire program broken down by contractor fiscal year.

Describe the innovative aspects of the project in the context of existing capabilities and approaches, clearly delineating the relationship of this work to any other projects from the past and present.] Technical Plan [Provide answers to the following questions:
· What is the proposed work attempting to accomplish or do?
· How is the work performed today (what is the state of the art or practice), and what are the limitations?
· Who will care and what will the impact be if the work is successful?
