The National Park Service Southeast Region seeks improving and grading unpaved roads and parking areas at Timucuan Ecological and Historic Preserve in Jacksonville, Florida, with proposals due August 19 and questions due July 30. Place of performance includes two locations: Theodore Roosevelt Area Parking at 13175 Mt Pleasant Road, Jacksonville, Florida 32225, and Cedar Point Boat Launch at 9023 Cedar Point Road, Jacksonville, Florida 32226. Work involves furnishing and placing Crush and Run Recycled Road Base to achieve final compacted depth of approximately 7 inches, with estimated quantities of approximately 310 cubic yards at Cedar Point Boat Launch and 200 cubic yards at Theodore Roosevelt Area Roadway. The contractor must utilize road reclaiming or pulverizing equipment, grade roadways to 4% crowned cross-slope, and compact all materials to industry standards. Public access must be maintained at Theodore Roosevelt Area under MUTCD traffic control standards; Cedar Point Boat Launch will be closed to traffic. Operations are limited to normal hours, 7:00 a.m. to 4:30 p.m., Monday through Friday.
The contract is Firm Fixed Price Construction with performance from September 21 through October 21, 2026, with performance to begin within 10 days of notice to proceed and complete within 30 days. The project magnitude is between $75,000 and $100,000. A 100 percent payment bond on Standard Form 25A and one-year construction warranty are required. The site superintendent must be a prime contractor employee with no exceptions. Davis-Bacon prevailing wage applies; rates range from $15.00 to $33.61 per hour depending on classification, with fringe benefits up to $13.82 per hour. Evaluation weights technical approach, past performance and experience, and cost reasonableness, with non-cost factors considered significantly more important than cost. Contractors must submit SF-1442, technical proposal not exceeding 20 pages, capabilities and experience documentation, past performance questionnaires from at least three previous clients on similar projects completed within five years, and detailed cost proposal with prime, subcontractor, general conditions, materials, labor, overhead, profit, bonding, and insurance breakouts. An organized site visit is scheduled for July 27, 2026; attendance confirmation is due July 26.
