The purpose of this amendment is to post the DRAFT solicitation/RFP. Interesed offerors are hereby instructed to read the solicitation in its entirety and comply accordingly. All other terms and conditions remain the same.
The Department of Education Contracts and Acquisitions Management office located at 550 12th Street Southwest, Washington, D.C., 20202, intends to procure a Cost Plus Fixed Fee (CPFF) contract to assess the feasibility of conducting an impact evaluation of teacher residency programs and study design work to identify professional development for classroom teachers that complements existing policy and research. The purpose of the feasibility work is to determine if sufficient numbers of teachers who entered teaching through a residency program exist to provide study sample for an impact study. The purpose of the design work related to professional development is to identify professional development or policies that could be used within an impact study to provide information about the effectiveness of promising professional development strategies. Based on the feasibility and design work conducted, the Department will decide whether to move forward with an impact study estimating the effectiveness of: (1) teachers from residency programs (Study A), or (2) a professional development strategy (Study B). Only one of the two impact studies will be conducted within this contract.
This requirement will be to support the National Center for Education Evaluation and Regional Assistance (NCEE) within the U.S. Department of Education's (Department) Institute of Education Sciences (IES). The contract may have a period of performance of up to seventy (70) months.
The requirement will be competed on a Full and Open basis using FAR Part 15 procedures. The applicable North American Industry Classification System (NAICS) code is 541720.
It is anticipated the solicitation will be issued electronically at least 30 days after posting of this notice and will be posted on the Federal Business Opportunities website (http://www.fbo.gov). Interested offerors are requested submit their company information, via email, in response to this notice. It is also important to note that the due date on this notice may be the proposal due date for the solicitation and interested offerors should plan accordingly.
Paper copies will not be made available. It is incumbent upon all interested offerors to review this site frequently for any updates/amendments to any and all documents. Any prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award, and information concerning SAM requirements may be viewed at https://www.sam.gov. Telephone requests for information will not be allowed and all questions regarding the solicitation must be emailed to ryan.battad@ed.gov, AND Joseph Gibbs at joseph.gibbs@ed.gov.
This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs.
