About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), under the Department of Health and Human Services National Institutes of Health, awarded a competitive cost reimbursement contract to La Jolla Institute for Immunology on March 15, 2026, for the Immune Epitope Database and Analysis Program. The contract, numbered 75N93026C00001, carries a total award value of $24,265,845 and is structured as a level of effort (term) contract rather than fixed-price due to the dynamic, science-responsive nature of the work and the absence of precise cost estimates. The base period of performance extends from March 15, 2026, through December 14, 2026, with a total performance period including all options running through December 14, 2030. The cost reimbursement structure was selected to provide the Government with the flexibility necessary to adapt to evolving research requirements and shifting scientific priorities throughout the contract term.
Notice text
A competitive cost reimbursement, level of effort (term) type contract was awarded, for the period of performance of March 15, 2026 through December 14, 2026 (Base Period), and a total period of performance (including Base Period and all Options) of March 15, 2026 through December 14, 2030. Upon analysis of the type of work and all associated costs involved, a fixed-price type contract was not feasible due to the absence of precise specifications and difficulties in estimating costs with accuracy. Based upon the uncertainties involved, the Government would assume undue risk in attempting to fit a relatively dynamic (science responsive and result-driven) requirement into a fixed-price environment. A fixed-price contract would be disadvantageous to the Government, since it does not provide the Government with the flexibility that is needed to responsibly shift with the evolving needs of the requirement.
The award notice is in relation to Solicitation # 75N93024R00017.
