The U.S. Immigration and Customs Enforcement (ICE) has issued a Special Notice regarding a sole source modification to contract HSCEDM-14-D-00002 with Akima Global Services (AGS) for immigration detention and transportation services at the Krome Service Processing Center (SPC) in Miami, FL. The purpose of this modification is to extend the performance of the contract from October 31, 2024 to February 28, 2025.
The Special Notice states that the services will be procured under the statutory authority permitting other than full and open competition, as AGS is the incumbent and the only contractor positioned to provide the required services without disruption during the transition period to the initiation of a new contract, which is currently under protest. U.S. Immigration and Customs Enforcement (ICE) intends to issue a sole source modification to contract HSCEDM-14-D-00002 to Akima Global Services for immigration detention and transportation services at Krome Service Processing Center (SPC) in Miami, FL. The purpose of this modification is to extend the performance of the contract from 10/31/2024 to 02/28/2025. The services will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." As the incumbent, AGS is uniquely positioned to continue providing these services on an uninterrupted basis. AGS is the only contractor positioned to provide the required services without disruption through transition period to initiation of the new contract for these services, which has been awarded and is currently under protest at the GAO level. Due to the critical nature of the ICE mission at Krome SPC and the sensitive nature of the requirement, no other contractor is capable of performing the services required in the timeframe in which the government requires them.
