About this opportunity

The Illinois Army National Guard is seeking a contractor to provide secure, reliable, and scalable network and telecommunications services supporting 49 armories and training sites across Illinois. The Department of the Army National Guard is procuring these services under a contract structure consisting of one base year and four 12-month option years. Key requirements include maintaining NIPRNet connectivity with bandwidth ranging from 10 Mbps to 200 Mbps depending on site, providing commercial broadband internet at 26 sites with expansion capability, supporting voice services including POTS and 130 Pots-In-A-Box lines (81 requiring Telecommunications Service Priority), and delivering Enhanced 911 services equivalent to or better than the current RedSky solution. The contractor must integrate with government-provided routers, Cisco Call Manager for VoIP, and network management tools such as SolarWinds and Cisco DNA, while proposing robust Service Level Agreements and documented redundancy procedures. Although the current architecture uses MPLS, vendors are encouraged to propose alternative solutions such as SD-WAN that meet or exceed performance, security, and resiliency standards. The response deadline for this pre-solicitation notice is February 6, 2026.

This procurement includes no set-aside designations, and the current services are being provided under the GSA Enterprise Infrastructure Solutions vehicle, which expires in September 2026. The government is exploring alternative solutions beyond the current contract vehicle. The pre-solicitation notice does not specify an award value or budget range for the contract. However, the scope is substantial, encompassing network and voice services for 49 locations with 47 sites securely routing back to two central locations and support for approximately 130 voice lines. The contract will support mission readiness and continuity of operations for the Illinois National Guard across multiple armories and training sites throughout the state. The requested response form requires contractors to provide company identification, SAM registration, CAGE code, DUNS number, socio-economic status certification, and confirmation of minimum bonding capability of at least $1 million.

Notice text

The Illinois Army National Guard (ILARNG) requires secure, reliable, and scalable network and telecommunications services to support 49 armories and training sites across Illinois under a new contract consisting of one base year and four 12-month option years. The objective is to ensure continuous NIPRNet connectivity, commercial broadband internet where required, and dependable voice and emergency communications. Minimum NIPRNet bandwidth requirements range from 10 Mbps to 200 Mbps depending on site, with 47 of the 49 sites securely routing back to two central locations. While the current architecture uses MPLS, vendors are encouraged to propose alternative solutions, such as SD-WAN, that meet or exceed performance, security, and resiliency standards.

The contract must also support broadband internet services at 26 sites, with the ability to expand this capability during option years, and ensure equivalent performance whether supporting NIPRNet or commercial services. Voice services shall include support for POTS and 130 Pots-In-A-Box (PIAB) lines, 81 of which require Telecommunications Service Priority (TSP). Enhanced 911 services equal to or better than the current RedSky solution must be provided. The environment must integrate with Government-provided routers, Cisco Call Manager for VoIP, and network management tools such as SolarWinds and Cisco DNA.

Vendors must provide robust Service Level Agreements, maintenance and troubleshooting support, defined turnaround times for trouble tickets, and documented redundancy and restoration procedures in the event of circuit failures. The desired end state is a modern, resilient, and secure network architecture that supports mission readiness, ensures continuity of operations, and provides flexibility to scale or adapt technologies over the life of the contract.

Currenly we are using the GSA Enterprise Infrastructure Solutions vehicle that expires in Sept 2026 and are looking at alternative solutions including but not limited to  8(a) direct award for a base contract with four option years.

Please complete and return the attached Sources Sought Form and return to brent.d.keller.civ@army.mil and lawrence.j.romang.civ@army.mil.

Note: Disregard the bonding capacity as it is for construction projects only.
