About this opportunity
The U.S. Army Corps of Engineers Sacramento District seeks hazard tree removal and trimming services at the Tanbark Flat Administrative Site within San Dimas Experimental Forest in the Angeles National Forest near Glendora, California, with proposals due September 22, 2026. This is a 100% Women-Owned Small Business set-aside, foreclosing competition outside that category.
Place of performance is La Sierra, Riverside, California. The contract runs from October 1, 2026 through January 31, 2027 (116 days total: 14-day submittal phase and 102-day field execution phase). Work scope includes felling 75 hazard trees, trimming 21 trees with slash grinding, trimming 2 trees at an unpaved road access point, and installing pre-engineered bridging or stability products over a washed-out area approximately 35 linear feet by 12.5 feet wide. All work must occur between August 15 and February 15 annually, with hours of operation 8:00 a.m. to 5:00 p.m. Monday through Friday.
Required personnel include a certified arborist with California D-49 state contractor license and seven years minimum experience; a crane operator with valid accredited certification; and a qualified biological monitor holding a bachelor's degree in biology or related field with three years minimum USFWS and CDFW field experience. All field staff must meet OSHA standards and USACE EM 385-1-1 requirements. Contractors must quote a single per-tree flat rate for all 75 trees. The prime contractor and Small Business subcontractors must collectively perform over 50% of the work. Evaluation is price only, with rejection of unrealistically low offers. The NAICS code is 561730 (Landscaping Services) and the PSC code is S208. Required certifications are post-award submittals, but certified personnel must be secured before award; failure to provide constitutes grounds for termination for cause. Questions are due September 10, 2026 at 11:00 a.m. PST. A mandatory site visit was held September 3, 2026.
