Contractors must be registered in the System for Award Management (SAM) and submit a completed Solicitation/Request (SIR) document, including pricing information, representations, certifications, and an Experience Information Form demonstrating two commercial renovation projects valued at $30,000 or more within the last three years. The FAA will evaluate proposals based on the lowest price from a responsive and responsible offeror, with a mandatory site visit scheduled for March 25, 2025. All questions regarding the project must be submitted in writing to Nina.J.Musserf@faa.gov no later than one week prior to the April 11, 2025 proposal submission deadline.

The project scope covers approximately 4,000-4,430 square feet of flooring replacement, with the place of performance located at 16600 JFK Blvd., Houston, TX 77032. The contract will be awarded as a Firm Fixed-Price (FFP) arrangement, with an anticipated contract value under $150,000 that does not require a bond. The project involves critical preparation steps, including asbestos abatement in two offices by a Texas-licensed contractor, and requires specific installation requirements such as ventilation protocols and equipment coverage. The FAA reserves the right to cancel the solicitation at any time and is not liable for proposal development costs, with an anticipated contract award to the lowest-priced, fully responsive, and responsible offeror by April 11, 2025.
