About this opportunity

The Indian Health Service (IHS) has issued a Sources Sought Notice for a National Patient Information Reporting System (NPIRS) Software Agreement to support their headquarters operations. The procurement seeks a professional contractor to provide Qlik Sense software licensing and support services, including data analytics platform capabilities, legacy BI tools, data integration, automated reporting, machine learning/AI features, data cataloging, and GeoAnalytics functionality. Interested contractors must demonstrate capability and capacity to furnish the required software solution and must be registered in the System for Award Management (SAM) with completed Online Representations and Certifications. Responses must include business information, UEI and NAICS code 513210, business size classification, socioeconomic status, and demonstration of technical capabilities. The capability statements are due by July 25, 2025, and must be submitted electronically to Sheila.Sells@ihs.gov with "75H71325Q00034" in the subject line. This Sources Sought Notice will help the government determine the appropriate acquisition method and whether a set-aside is feasible.

This opportunity operates under the Buy Indian Act (25 USC 14) with preference given to Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE), though no specific set-aside designation has been determined yet. The contract structure includes a base year plus four option years, each spanning one year, with the base year start date to be announced and performance occurring at the IHS Headquarters Office of Information Technology in Rockville, Maryland. The government has not disclosed specific award values or budget ranges for this procurement. No incumbent contractors are identified in the notice, and the procurement appears to be seeking both small and large business participation across various socioeconomic categories including HUBZone, service-disabled veteran-owned, 8(a), veteran-owned, woman-owned, and small disadvantaged businesses. The contract will provide annual software licenses with optional unlimited training components to enhance IHS's data management and analytics capabilities for improved patient care outcomes and regulatory compliance.
