About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) has issued a Special Notice for the inspection, calibration, and repair of IFR 6000 AVIONICS RAMP TEST SETs at Fleet Readiness Center Aviation Support Equipment (FRC ASE) in Solomons, Maryland. The notice indicates the government's intent to issue a sole source purchase order to Viavi (CAGE Code: 6UW26) under Federal Acquisition Regulation 13.106-1(b), citing that only one source is reasonably available to satisfy agency requirements. The contract involves seven specific test sets with NIIN 01-587-3942, and will be awarded as a firm fixed-price purchase order. Although the procurement is intended to be sole source, the agency is open to receiving capability statements from other potential contractors before the response deadline of February 24, 2025. The government retains discretion to determine whether to proceed with a competitive or non-competitive procurement based on received submissions.
The primary objective of this Special Notice is to secure maintenance and repair services for specialized avionics equipment, with specific requirements for restoring the test sets to fully operational "Ready for Issue" (RFI) condition. Contractors interested in being considered must submit capability statements by the specified due date, understanding that the government will review these submissions solely to evaluate potential competition. Eligibility appears open to responsible sources capable of performing comprehensive inspection, calibration, and repair using original manufactured replacement parts. Key contractual requirements include performing work at the contractor's facility, providing status reports within 5 days of receipt and every 3 months thereafter, and obtaining government approval for repairs exceeding 80% of the item's acquisition cost. The contractor must return non-repairable items within 2 months and repaired units within 4 months, with completed equipment to be shipped to FRC Aviation Support Equipment accompanied by required documentation like DD250 forms. The contract falls under NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance, with a Product Service Code of J039 for maintenance and repair of materials handling equipment.
