About this opportunity

The Defense Logistics Agency is offering 18 used pad mount transformers totaling approximately 52,200 pounds (estimated) from Selfridge Air National Guard Base, Michigan, with bids due November 2, 2026, at 1:00 PM EST.

The transformers are classified as non-PCB per 40 CFR 761, with PCB levels at 5 parts per million, intact and unbroken, and sold as-is, where-is on a sealed bid basis. The starting bid is $0.01 per pound. Bidders must remove a minimum of 45,000 pounds and may remove up to 60,000 pounds within 30 calendar days of notification. Inspections are available by appointment starting October 20, 2026, on Mondays and Wednesdays, 8:00 AM–2:30 PM local time; removal is permitted Monday through Thursday, 6:00 AM–4:00 PM local time, excluding federal holidays. Payment in full via EFT, ACH, or credit card is required prior to removal. Storage charges of $100 per day accrue after 30 days; property reverts to government ownership after 60 days without refund. Bidders must provide Material Handling Equipment and loading operations and obtain necessary permits and Environmental Responsibility Determination approval for all processing facilities. Export of transformers outside the United States for recycling is prohibited; bidders intending such export will be deemed non-responsive and rejected. Any leak identified at removal will be repaired by the generator and verified by the purchaser before removal proceeds. The award goes to the highest responsive bid from a responsible bidder. The Sales Contracting Officer is Jay Armstrong, 269-961-4469, jay.armstrong@dla.mil.

Notice text

A.3 Item Description:
These transformers are classified as non-PCB per 40 CFR 761 due to: where analysis was performed, results show
<50 PPM PCB, or where analysis was not performed, manufacture data plates show non-PCB. The purchaser will
not be authorized to utilize a Statement of Intent (SOI) destination in a state which regulates PCB levels at a more
stringent level than 40 CFR 761 unless the transformer PCBs levels are under the state regulated level. Example:
CA, OR, and WA regulate PCBs if >5 PPM. SOI destinations in these states can receive transformers from these
sales if the transformer PCBs levels are less than 5 PPM.
These transformers are intact and unbroken. Should a leak be found at time of removal, the Generator will fix
the leak. Once leak has been verified fixed by Purchaser, Generator, and Disposition Field Site
Representative, only then can the transformer be removed by Purchaser.
Intent to export these transformers outside of the U.S. for recycling is not authorized under this sale. Potential high
bidders intending to recycle the transformers outside of the U.S. will not be considered responsive bidders and their
bids will be rejected.
This is NOT a service contract
