About this opportunity

The Defense Logistics Agency (DLA) Disposition Services is selling 19 non-PCB pad mount transformers (total weight 52,159 pounds) stored at Selfridge Air National Guard Base in Michigan through Invitation for Bid (IFB) 33-6012, with a starting bid price of $5,000.00 and a bid closing date of March 31, 2026, at 1:00 PM EST. Inspections are available beginning March 11, 2026, by appointment only, with the Sales Contracting Officer Jay Armstrong serving as the primary point of contact (jay.armstrong@dla.mil or 269-961-4469). The award will be made to the highest responsive bid submitted by a responsible bidder, and full payment must be received prior to removal, with acceptable payment methods including Electronic Fund Transfer, ACH, and credit cards limited to $24,999.99. The winning bidder must remove all material within 30 calendar days of written removal notification, with storage charges of $100.00 per day accruing after day 31, and the transformers cannot be exported outside the United States for recycling—any bidders intending foreign recycling will be deemed non-responsive and their bids rejected. The solicitation requires pre-award survey completion, including a Statement of Intent identifying all downstream processing facilities and Environmental Responsibility Determination approval before property release.

Notice text

A.3 Item Description:
These transformers are classified as non-PCB per 40 CFR 761 due to: where analysis was performed, results show
<50 PPM PCB, or where analysis was not performed, manufacture data plates show non-PCB. The purchaser will
not be authorized to utilize a Statement of Intent (SOI) destination in a state which regulates PCB levels at a more
stringent level than 40 CFR 761 unless the transformer PCBs levels are under the state regulated level. Example:
CA, OR, and WA regulate PCBs if >5 PPM. SOI destinations in these states can receive transformers from these
sales if the transformer PCBs levels are less than 5 PPM.
These transformers are intact and unbroken. Should a leak be found at time of removal, the Generator will fix
the leak. Once leak has been verified fixed by Purchaser, Generator, and Disposition Field Site
Representative, only then can the transformer be removed by Purchaser.
Intent to export these transformers outside of the U.S. for recycling is not authorized under this sale. Potential high
bidders intending to recycle the transformers outside of the U.S. will not be considered responsive bidders and their
bids will be rejected.
