About this opportunity

The Federal Bureau of Investigation is issuing a sole-source intent notice to award a service-disabled veteran-owned small business contract to USBTA Services Group for technical research, testing, and capability development supporting counter-IED and counter-UAS programs, with a one-year base period and two one-year option years. This is a follow-on contract under the Research and Prototyping for IED Defeat program, restricted to the incumbent vendor due to program-specific knowledge and technical continuity requirements mid-cycle. The work encompasses technical testing, tool characterization, threat representative target development, advanced circuitry evaluation, tactical bomb technician tool assessments, and operational response concept development, directly supporting multiple federal agencies' counter-IED and counter-UAS operations and critical infrastructure protection missions. Market research, including an RFI posted on SAM.gov in June 2026, yielded one response and identified no competing vendors with the historical knowledge, technical depth, and multi-agency integration capabilities required to meet stringent timelines. The contracting officer determined anticipated costs fair and reasonable based on historical pricing and independent government estimates. The FBI's Professional Services Acquisition Unit procures on behalf of the Critical Response Group's Hazardous Devices Tools and Technology Unit. Future phases are anticipated to be structured to facilitate full and open competition upon completion of near-term testing activities.
