About this file
This is a Justification and Approval (J&A) document for other than full and open competition under 41 U.S.C. 3304(a)(1), issued by the Federal Bureau of Investigation's Finance and Facilities Division, Procurement Section.
The FBI seeks to award a sole-source, time and materials follow-on contract to USBTA Services Group, a service-disabled veteran-owned small business (SDVOSB), for continued technical testing, evaluation, scenario development, and capability analysis under the Research and Prototyping for IED Defeat program. The contract will have a one-year base period with two one-year option years, with an estimated total value of approximately [redacted]. The requirement encompasses technical testing, tool characterization, threat representative target development, advanced circuitry evaluation, tactical bomb technician tool assessments, and development of operational response concepts. The work directly supports multiple federal agencies' counter-IED and counter-UAS operations, critical infrastructure protection, and UAS threat response missions. USBTA Services Group is uniquely positioned to continue performance due to their ongoing execution of highly specialized, mission-critical work that is mid-cycle and dependent on program-specific knowledge accumulated over multiple years. Market research included an RFI posted on SAM.gov in June 2026 with one response; no other identified vendors demonstrated the necessary depth of historical knowledge, technical continuity, and multi-agency program integration capabilities required to meet stringent timelines. The contracting officer determined anticipated costs fair and reasonable based on historical pricing from prior program contracts and Independent Government Cost Estimates. The effort will be posted in accordance with FAR Subpart 5.1, and future phases are anticipated to be structured to facilitate full and open competition upon completion of near-term testing activities.
