About this opportunity
The U.S. Army Corps of Engineers, Galveston District, is procuring pipeline dredging services through an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) structure. These services will support maintenance and operations across multiple deep draft channels including the Sabine-Neches Waterway, Galveston Harbor, Houston Ship Channel, and other Texas coastal waterways, as well as shallow draft channels such as the Gulf Intracoastal Waterway. Offerors must possess a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to proposal submission, as this is a responsibility requirement. Evaluation will be conducted using Best Value – Technical Only acquisition procedures. The formal solicitation is scheduled for issuance in March 2026, with proposals due April 2026 at 2:00 PM CST, and an estimated award decision in May/June 2026.
This procurement is unrestricted and open to full and open competition for both large and small businesses under NAICS code 237990 (Dredging), with no set-aside designations. The contract structure includes a target of four Indefinite Delivery Contracts within the MATOC pool, representing a total capacity value of $95 million across all contracts combined. The performance period spans five years with no option periods, and task orders will be awarded on a Firm-Fixed Price basis. Subcontracting goals are established at 39% for Small Business, 6.0% for Small Disadvantaged Business, 11% for Woman-Owned Small Business, 3.0% for HubZone Small Business, 3.0% for Veteran-Owned Small Business, and 1% for Service Disabled Veteran-Owned Small Business.
