The procurement will be pursued under NAICS code 238990 (All Other Specialty Trade Contractors) and will target SBA-certified 8(a) businesses, HUBZone small businesses, Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Key qualifications required include current and relevant experience in specialty trade construction, demonstrated bonding capacity, the ability to maintain 50 percent self-performance on submitted projects, and OSHA safety metrics (DART and TRC rates) for 2023-2025. Contractors must submit responses by April 2, 2026 at 2:00 p.m. local time via email to Rashonda T. Smith, including contractor information, small business certification status, bonding capacity, three to five recent government or commercial projects with minimum construction costs of $100,000, and safety documentation. This market research is intended to inform the Government's decision on whether to issue the resulting solicitation as a competitive set-aside or as a full and open (unrestricted) procurement.

The estimated total contract value is $49,000,000, with individual task orders ranging from $2,000 to $1,500,000. The contract structure includes a two-year base performance period with one three-year option period, totaling a maximum of five years if the option is exercised. Contractors should be prepared to demonstrate experience through at least three to five recent projects completed within the past five years. The Government may require awarded contractors to maintain an established physical office within 150 miles or three hours of the three installations involved: Marine Corps Air Ground Combat Center (MCAGCC) 29 Palms, Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, and Marine Corps Logistics Base (MCLB) Barstow, California.
