About this opportunity

The Portsmouth Naval Shipyard, managed by the Defense Logistics Agency Land and Maritime, is conducting a sources sought notice to identify vendors capable of supplying reconditioned steel drums for hazardous waste storage. The drums must comply with Department of Transportation regulations under 49 CFR 178 for Packing Group II hazardous materials transportation and meet stringent reconditioning standards including thorough cleaning, inspection, repair, and leakproofness testing. Interested vendors must submit responses to Emily.Kritzman@dla.mil by October 31, 2025, and include their company information, CAGE Code, business size status, manufacturer details if applicable, and comprehensive technical documentation with specific model numbers and manufacturer specifications. Evaluation will be based on vendors' demonstrated technical capability to provide compliant reconditioned drums, supported by sufficient technical information; responses lacking adequate technical detail may be deemed unresponsive or incapable. This is a market research notice for potential set-aside determination purposes only and does not constitute a formal Request for Quotation, meaning vendor responses may not automatically result in contract award consideration or inclusion on a bidders list.

The procurement carries no set-aside designation at this time, and no current contractor incumbents are identified in this notice. The requirement calls for an anticipated annual delivery of 1,704 to 3,708 fifty-five-gallon 1A2 drums (open top, removable head) and 350 to 750 1A1 drums (closed top, non-removable head), with vendor management of three storage trailers at the shipyard for inventory rotation. The contract will be structured as a five-year Indefinite Delivery Indefinite Quantity agreement consisting of one base year plus four option years, with a one-year initial period of performance commencing from the award date. Vendors must maintain a seven-working-day turnaround time for drum deliveries and pickups, operate Monday through Friday between 0630 and 1500 hours, and ensure all employees entering the shipyard possess U.S. citizenship with federally compliant REAL ID credentials. No specific budget information or award value has been disclosed in this sources sought notice.

*******Questions & Answers*******

Q1) I was wondering if it was set in stone that you want reconditioned instead of new? Sometimes the availability of new drums exceeds the availability of reconditioned drums.
A1) The need for reconditioned drums is to help drive the cost per unit down. New drums are certainly acceptable, but are much more costly. Reconditioned drums are readily and steadily available. The major environmental waste transporters predominately use reconditioned drums.

Q2) Will there be set colors for these drums?
A2) Black is the default color for metal drums, and black is preferred. As long as they meet regulatory requirements, and are not yellow, then color is not of our concern.

Q3) If we are sending in mixed loads, how is the crew going to be able to easily pull out the type of drum they need?
A3) The crew uses a forklift or a pallet jack to move the drums while a trailer is parked at their loading dock.
