About this opportunity

The Department of the Army Corps of Engineers, Little Rock District, seeks boundary line maintenance services for the Mountain Home Project Office on an IDIQ basis, with quotations due July 17, 2026, at 10:00 AM CST. The procurement is a 100% Small Business set-aside under NAICS 561730 (Landscaping Services).

Place of performance is Mountain Home, Arkansas. Work encompasses approximately 1,478,400 linear feet annually at Bull Shoals Lake and 580,800 linear feet annually at Norfork Lake, divided into 10-mile segments. Scope includes locating and marking survey monuments, painting boundary lines, setting monument and online posts, affixing witness post signage, identifying and logging trespasses and encroachments, and clearing vegetation in a four-foot-wide troach line. The contractor furnishes all personnel, equipment, tools, vehicles, materials, monument posts, online posts, paint, and wire; the government furnishes boundary data in .kml and PDF formats and witness post signs.

The IDIQ carries a guaranteed minimum of $2,500 on the base period (contract award through January 31, 2027) with no guaranteed minimums on four optional one-year renewal periods extending through January 31, 2031. Historical performance indicates approximately 500,000 linear feet per location will be ordered annually via task orders, typically one per year. Payment is firm fixed unit price based on linear feet completed. Contractors must apply applicable state wage determinations (WD 2015-5123 for Arkansas; WD 2015-5103 for Missouri) and hold required state contractor licenses. All contractor employees require background investigations. Evaluation emphasizes price and past performance. A pre-proposal site visit is available July 7, 2026, at 10:00 AM; contact Michael Worman (501-340-1417). Quotations must be submitted by email to brandee.m.wright@usace.army.mil in PDF format with the solicitation number in the subject line. Offerors must maintain active SAM registration set to "All Awards" at quote submission. Amendment 0002, effective July 8, 2026, clarified witness post signage and road crossing language.
