About this file

This is Amendment 0001 to Solicitation W9127S26QA018, issued by the U.S. Army Corps of Engineers (USACE), Fort Endist Little Rock, dated July 1, 2026. The amendment extends the response deadline from July 10, 2026, to July 14, 2026, at 10:00 AM CST and provides answers to contractor questions regarding boundary maintenance services at Bull Shoals and Norfork lakes in Arkansas and Missouri.

The solicitation concerns an Indefinite Delivery/Indefinite Quantity (IDIQ) firm fixed-price contract for boundary line maintenance encompassing 1,478,400 linear feet at Bull Shoals and 580,800 linear feet at Norfork annually. Based on historical performance, approximately 500,000 linear feet per location will be ordered annually via task orders, with one task order typically issued per year. The government furnishes witness post signs and provides materials listed in Performance Work Statement Sections 3 and 4, while the contractor furnishes all tools, expendable materials, monument posts, online posts, paint, and wire. The guaranteed minimum ordering obligation for the base year is $2,500. Task order pricing uses firm fixed unit prices established at IDIQ award. Contractors must apply the applicable state wage determination (WD 2015-5123 for Arkansas; WD 2015-5103 for Missouri) based on work location. Required state contractor licenses should be submitted with deliverables prior to work commencement. A site visit is available July 7, 2026, at 10:00 AM; interested parties should contact Michael Worman at 501-340-1417. The contracting officer is Brandee Wright (brandee.m.wright@usace.army.mil; 501-340-1466).

SUMMARY OF CHANGES

Solicitation/Contract Form Continuation

The following changes have been made:

Q. Approximately how long has it been since the boundary line was last maintained in its entirety?

A. The current boundary condition should be fairly well maintained; however, it is not unlikely that there will be some places with a mix of overgrowth as well.

Q. What percentage of the boundary perimeter is accessible by land vehicle? Are there sections that require watercraft to reach? If boat access is required, is there a government-provided boat landing or staging area, or is the contractor expected to arrange their own water access?

A. Most if not all areas SHOULD be accessible by land. If the contractor decides to access areas via water, they will provide their own means of transportation in doing so.

Q. Is a site visit available prior to the July 10, 2026, deadline? If so, what is the process to arrange one?

A. Personnel will be on site at 10:00 AM - Tuesday July 7, 2026. Please contact Michael Worman at 501-340-1417 for more information.

Q. Approximately how many boundary monuments are included within the total footage (Bull Shoals 1,478,400 LF + Norfork 580,800 LF)? The $100/monument deduction clause is a pricing factor we want to account for correctly.

A. The more likely linear footage (per year) would be approximately 500,000 LF per lake. This estimate is based on prior contract usage. All monument markers are listed on the maps provided.

Q. Based on prior contract performance, what is the expected or typical daily production rate in linear feet per crew? We want to confirm our staffing model is realistic for this scope.

A. There is not necessarily a “Production Rate” set for anything outside of the period of performance. Typically, once the distance is set on the task order, it simply needs to be completed by the end of the period of performance.

Q. Were there any scope deficiencies or recurring issues under the previous contract that we should be aware of as we build our quality control plan?

A. The previous contract was completed in its entirety.

Q. Can the Government provide the total linear footage actually ordered and performed under the current contract for each year from 2021-2025?

A. Approximately 500,000 LF per location.

Q Can the Government provide the number of work orders issued under the current contract during each performance year?

A. Generally, one “Task Order” is issued per year to be completed during the task orders period of performance. Task orders may be invoiced for completed work only, on a monthly basis.

Q. Is the contractor responsible for furnishing all monument posts, online posts, paint, wire, and associated installation materials?

A. Government will furnish witness post signs to be affixed by contractor. Wire will not be provided but will be required to affix signs. (See 3.5 Materials)

The Contractor shall provide all the necessary "tools of the trade" and expendable materials to accomplish the work issued by the delivery order. (See Section 4)

Q. Are there any approved paint specifications, brands, or colors required beyond those listed in the Performance Work Statement?

A. No

Q. Are there any anticipated changes in workload, funding, or maintenance priorities compared to the current contract?

A. No anticipated changes at this time.

Q. Are weekends and evenings open for us to work?

A. The Government will pay no premium-pay surcharge for work completed outside normal work hours. (See Section 1.6.4 Hours of Operation)

Q. Is there a stated maximum IDIQ ceiling value for this contract? If so, what is it?

A. The maximum value will be dependent upon award value.

Q. The pricing schedule lists 1,478,400 linear feet for Bull Shoals and 580,800 linear feet for Norfork per year. Are these the maximum IDIQ quantities, or are they estimated quantities the Government anticipates ordering in each performance period?

A. These are maximum quantities

Q. For task orders encompassing work in both Arkansas and Missouri, should the contractor apply Wage Determination WD 2015-5123 (AR) to labor performed in Arkansas and WD 2015- 5103 (MO) to labor performed in Missouri — or will the government designate a single controlling wage determination for each task order regardless of work state?

A. The controlling wage determination is dependent upon which state the work is located.

Q. What is the guaranteed minimum ordering obligation under this IDIQ, and what is the maximum single task order dollar value?

A. The guaranteed minimum ordering obligation applies to the base year, and is $2500.00, please see solicitation cover page. The maximum single task order dollar value will be dependent upon awardee’s pricing.

Q. Will task order pricing be established via firm-fixed unit prices set at IDIQ award (e.g., through a priced unit-price matrix submitted with the offer), or will individual task orders be subject to separate price negotiations at the time of issuance?

A. A firm fixed price contract will be awarded.

Q. Is the contractor (or its subcontractor) required to hold active contractor licenses in both Arkansas and Missouri at the time of offer submission, or is pre-award verification of required state licenses sufficient prior to contract execution?

A. Licenses requested within the PWS should be submitted with deliverables prior to start of work.

Q. Are there known environmental, wetland buffer, or cultural resource restrictions on any boundary segment that would require modified maintenance methods or prior government approval before work my proceed?

A. None at this time.

Q. What government furnished equipment, materials or access credentials will be provided to the contractor for boundary maintenance operations, and what items are exclusively contractor furnished?

A. Government and Contractor furnished materials are listed in section 3 and 4 of the Performance Work Statement.
