About this opportunity
The Defense Intelligence Agency seeks acquisition of IDEA Data Analysis Software licenses, maintenance, and support services, with proposals due July 15, 2026. This is a best value commercial item acquisition for 15 perpetual or term corporate licenses of IDEA Data Analysis Software Version 13 or later, deployed to support the Office of the Inspector General's independent financial audit mandate.
Place of performance is Washington, DC, with software delivery to the Defense Logistics Operations Center in Landover, Maryland by July 30, 2026. The Government requires a production-ready, plug-and-play solution compatible with its existing network architecture and CIO-approved security posture without customization or significant integration time. The software must demonstrate FISMA High-Impact Validation, FIPS-compliant encryption, and seamless integration with DIA's Microsoft Active Directory infrastructure on a server-based architecture. Required capabilities include data ingestion from multiple sources, quantitative analytics, advanced statistical sampling compliant with AICPA and GAO standards, immutable audit trails with OIG-format reporting, and handling of sensitive audit data.
The contract includes a 12-month base period with four 12-month option periods extending through July 29, 2030. The contractor shall provide 24/7 technical support, warranty coverage, maintenance including upgrades to the latest release at no additional cost, operations manual, manufacturer guide, and access to a contractor portal. An Accessibility Conformance Report must accompany the quote. The incumbent contractor is Caseware. For brand-name or equal acquisitions, offerors of equal products must submit comprehensive technical documentation proving their solution meets or exceeds every salient characteristic; the Government will conduct technical-first evaluation prior to price evaluation. Past performance is not an evaluation factor. The NAICS code is 541511, Custom Computer Programming Services. Electronic software delivery to the Contracting Officer's Representative satisfies delivery requirements.
Notice text
This requirement is to provide IDEA Data Analysis Software licenses, maintenance, and support.
This is an immediate operational need requiring a proven, production-ready solution. The Government requires a "plug and play" capability that can be deployed within our existing network architecture without modification. Our current IDEA application has recieved CIO Security approval and an Authority to Operate (ATO). We cannot accommodate customized or boutique solutions tht require significant integration time, as any delay in implementation will directly impact mission effectiveness. Proposed solutions must demonstrate compatibility with our approved security posture and existing network infrastructure to ensure rapid deployment and operational capability.
