Personnel must meet a three-year residency requirement within the prior five years. DOJ security, privacy, personnel, and information security requirements flow down to subcontractors; contractors must comply with FISMA, NIST standards, FedRAMP (or contracting officer approval for non-FedRAMP cloud systems), report security incidents within one hour of discovery, and maintain annual cybersecurity awareness and privacy training. The Government will request past performance evaluations rated on Quality, Schedule, Cost Control, Management, and Regulatory Compliance using a five-point scale.
