About this opportunity

The Library of Congress has issued a Special Notice for hotel accommodations in support of the U.S. Copyright Office's International Copyright Institute (ICI) educational program. The notice seeks to procure 26 hotel rooms for foreign government officials from developing countries and countries in transition who will be participating in a copyright law and policy training. The rooms are specifically needed from September 13-21, 2025, and will be located in the vicinity of the Library of Congress. The procurement will be conducted using simplified acquisition procedures under FAR Part 13, with a non-competitive approach based on unique logistical requirements. The Special Notice was posted on April 3, 2025, with a response deadline of May 2, 2025.

The primary objective of this opportunity is to provide lodging for international participants attending an educational program about U.S. Copyright law and policy hosted by the World Intellectual Property Organization (WIPO) and the U.S. Copyright Office. Each hotel room must meet specific requirements, including a queen bed, an in-room safe capable of holding a laptop computer, and kitchen facilities with a refrigerator and microwave. The rooms will be procured at GSA Per Diem rates, with the Capitol Hill Hotel identified as the sole source due to its proximity to the event location and specific accessibility features. While the notice does not outline broad contractor eligibility, it implies a targeted procurement focused on meeting the precise accommodations needed for the ICI program participants. The total estimated value covers the base period and all option periods, with the procurement designed to support the educational mission of introducing foreign government officials to U.S. copyright regulations and policies.
