About this opportunity
Immigration and Customs Enforcement (ICE) is conducting market research to identify vendors capable of providing comprehensive Pharmacy Benefit Manager (PBM) services, with RFI responses due by July 17, 2026 at 3:00 PM Central Time. No set-aside applies.
The procurement will cover approximately 200 to 230 ICE detention facilities with anticipated claim volume of 50,000 to 80,000 claims monthly, predominantly less than 30-day supply prescriptions with some mail order volume. This is a re-compete of contract 70CDCR26C00000003, previously awarded to Ardent in 2025. Required PBM services include claims processing for retail and mail-order pharmacies, formulary management, prior authorization, specialty pharmacy services, and stock medication purchasing for facility clinics from wholesalers.
Contractors must obtain a new Authority to Operate (ATO) aligned to FISMA Moderate baseline per NIST SP 800-53 Rev. 5; existing ATOs will not be accepted, though FedRAMP Moderate authorization is not required but viewed as beneficial. Contractors must maintain current SOC 1 and SOC 2 reports. EDI standards are required for claims processing. NAICS code 524292 (Pharmacy Benefit Management and Other Third Party Administration of Insurance and Pension Funds) is preliminary; final determination follows market research analysis.
Respondents must address nine specific requirements including transition timelines and risk mitigation, prescription adjudication workflows, pharmacy and prescriber portal functionality, reporting capabilities including real-time data sharing, geographic coverage and rural access, billing and system performance standards, CLIN and pricing structures, contract types, and prior government PBM experience with detailed agency references, contract numbers, values, and periods of performance. Responses limited to 15 pages (including cover letter) must be submitted to Genna.Braden@ice.dhs.gov. Questions deadline is June 23, 2026 at 3:00 PM CT. This RFI is market research only and does not commit DHS to subsequent solicitation or award.
