About this opportunity

Immigration and Customs Enforcement (ICE), part of the Department of Homeland Security, is conducting market research to identify vendors capable of providing a comprehensive medical claims processing system for the ICE Health Service Corps, with responses due by July 24, 2026, at 12:00 p.m. Central Standard Time. This is a Request for Information (RFI) for acquisition planning purposes only and does not constitute a commitment to award a contract.

The anticipated NAICS code is 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services), though final determination will follow market research analysis. The system must adjudicate and reimburse medical and dental claims at approximately 300,000 medical claims annually, applying Medicare rates for medical services and 90% usual and customary reimbursement for dental claims. The system must support auto-approval for emergency department claims and prior authorization of referrals.

Scope covers approximately 266 ICE authorized facilities and 328 CBP ports of entry. Place of performance includes ICE detention facilities and CBP ports nationwide, with system integration required to EHR/EMR platforms, clearinghouses, and government custody systems via SFTP. Vendors must address 29 response requirements covering transition timelines, claims processing technology and automation levels, provider enrollment and reimbursement processes, fraud detection and program integrity analytics, system scalability, interoperability standards (HL7, FHIR, X12, NCPDP, EDI 835/837), FedRAMP status (preferred but not required), FISMA Moderate baseline compliance aligned to NIST SP 800-53 Rev. 5, Authority to Operate (ATO) and Privacy Threshold Analysis (PTA) experience, and prior government contract experience. Data migration of approximately 500GB from the incumbent vendor is required. Responses must not exceed 20 pages (Times New Roman, 11-point font) and include SAM registration status, UEI number, size and socio-economic status, and contracting and technical points of contact. Questions deadline is June 24, 2026, at 12:00 p.m. CST. All submissions become government property.
