THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) Contracting Office (Code 440), hereby provides notice of its intent to award a sole-source, firm fixed contract, to Thermo Electron, 1400 Northpoint Pkwy Ste 50, West Palm Beach, FL 33407-1976. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other than Full and Open Competition has been prepared. The period of performance shall be 09/01/2018 through 08/31/2019.
The contract will provide Thermo Electron, who is the sole source equipment manufacturer and service provider for all Thermo Fisher Scientific spectrometers, parts, training, technical support, field service support, and software.
The NAICS code for this acquisition is 811219 Other Electronic and Precision Equipment Repair and Maintenance, with a Small Business Size Standard of $20,500,000.00. The North American Industry Classification System is the standard used by Federal statistical agencies in classifying business establishments for the purpose of collecting, analyzing, and publishing statistical data related to the U.S. business economy.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than August 22, 2018, 12 PM, PST.
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) Contracting Office (C/440) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible source will be full considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contract must be registered in the System for Award Management (SAM) in order to be eligible for award.
Interested parties are encouraged to furnish information by email only with "Response to Intent to Sole Source for Thermo iCAP Maintenance and Repair in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to the Contracting Officer, Daniel Ellis via Contract Specialist Trevor Park, by email at trevor.l.park1@navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
