About this opportunity
The Federal Deposit Insurance Corporation seeks to procure two IBM zNext z17-ME2 mainframes and five years of maintenance support via RFQ CORHQ-26-Q-0388, with proposals due October 22, 2026, at 12:00 PM EST. Questions are due October 9, 2026. No set-aside category applies.
Place of performance spans two FDIC locations: the Distribution Center at 3501 Fairfax Drive, Arlington, Virginia 22226 (primary site) and the Backup Data Center at 4025 Midway Road, Carrollton, Texas 75007. Offerors must be authorized IBM resellers, partners, or the original equipment manufacturer, with proof of status required at submission. The procurement includes approximately 77 line items covering mainframe configurations with processors, memory, storage, networking (OSA-Express7S adapters, Ethernet switches, Network Express cards), FICON Express adapters, Crypto Express8S hardware security modules, CPACF enablement, and power distribution units. The Carrollton location includes Capacity-Based Upgrade licensing with 60 total CBU months. Maintenance comprises 12 months of manufacturer's standard warranty plus 48 additional months, with 24x7 coverage and four-hour on-site response for unresolved hardware issues. Delivery is due by December 31, 2026; the period of performance runs five years from award. Physical installation, power-up, initial configuration, and de-installation of existing end-of-life mainframes are included. The incumbent maintenance contractor is LOGIKSAVVY SOLUTIONS LLC.
Evaluation uses a lowest price technically acceptable method; technical acceptability requires all specified line items with matching part numbers and required documentation. Submissions must include the completed price schedule, Section K representations and certifications, EULA or Master Service Agreements, pre-award SCRM information, manufacturer authorization letters, and any proposed GSA Schedule or NASA SEWP contract references. The NAICS code is 541519; PSC code is 7B21.
