About this opportunity
The Defense Logistics Agency seeks an in-depth market research report on yeast production capacity and capability for its Industrial Base Extension (IBex) Program, with proposals due August 5 at 12:00 PM EST. Amendment 00001, posted July 27, accelerated the original August 13 deadline by eight days and compressed the delivery requirement from 30 days to 14 days following contract award.
Place of performance is Philadelphia, PA. This is an unrestricted RFQ for a commercial item under FAR Subpart 12.6. The NAICS code is 541614, Process, Physical Distribution, and Logistics Consulting Services; PSC is B599. The acquisition carries a $20 million value for one unit of the IBex Yeast Report on a firm-fixed-price basis. The government intends to make one award but may make multiple awards; offerors may submit for quantities less than specified. The first deliverable is due 14 days after contract award. Quotations must be submitted electronically to Helena G. Tuzi, contracting officer, at Helena.Tuzi@dla.mil, with pricing in separate format showing item number, description, unit of issue, quantity, unit price, and total price. Offerors must acknowledge receipt of Amendment 00001 prior to the August 5 deadline by completing items 8 and 15 on the amendment, acknowledging on each offer copy, or by separate letter referencing both solicitation and amendment numbers; failure to acknowledge may result in offer rejection.

Industrial Base Extension (IBex) Program Capability and Capacity Determination Support
for Market Idices. IBex was developed to support DOD operations in remote or hostile
environments where little or no commercial capability information is known or exists.
Bolstering DLA’s ability to rapidly respond to shifting worldwide events, IBex’s strategic
partnerships with industry experts allows government planners to leverage the expertise of
the commercial sector, and to gain access to those commercial capabilities if required.
Moreover, through IBex’s partnerships with industry and its Market Research reports, the
program provides industrial base awareness over assets that can be utilized during a
contingency or national emergency. This report is to provide in-depth information on Yeast
