About this opportunity

The Defense Logistics Agency is procuring specialized market research services through their Industrial Base Extension (IBex) Program to conduct a comprehensive study on implant recycling practices within Washington state's mortuary industry. This 90-day research effort will investigate current practices of mortuary service providers, including facility operations, recycling partnerships, regulatory compliance, material handling protocols, and economic considerations related to implant recycling from deceased individuals, with specific attention to military personnel remains. The contractor must provide an in-depth report identifying best practices, barriers to adoption, and improvement opportunities to inform policy recommendations and promote sustainable waste management practices. Evaluation criteria include vendor acceptance of RFQ terms, research methodology quality, regional presence in Washington state, and past performance in similar market research projects. The original solicitation deadline was September 3, 2025, but Amendment 0001 extended the response deadline to September 9, 2025 at 12 PM EST.

This opportunity is unrestricted with no set-aside designation and will be awarded as a firm-fixed price contract under NAICS code 541614 for Process, Physical Distribution, and Logistics Consulting Services. No incumbent contractors or potential award values are specified in the solicitation documentation. The research timeline is established as a 90-day performance period following contract award, during which the contractor must conduct comprehensive market research across Washington state's mortuary industry. The place of performance is listed as Philadelphia, PA, likely indicating where the DLA contracting office is located, though the actual research activities will focus on Washington state mortuary facilities. The government reserves the right to verify the contractor's commercial capability reports through potential access to records, systems, and facilities during normal business hours, and the contractor must demonstrate regional knowledge and presence within Washington state's mortuary services sector.

Industrial Base Extension (IBex) Program Capability and Capacity Determination Support
for Mortuary Affairs Report on Washington State. IBex was developed to support DOD
operations in remote or hostile environments where little or no commercial capability
information is known or exists. Bolstering DLA’s ability to rapidly respond to shifting
worldwide events, IBex’s strategic partnerships with industry experts allows government
planners to leverage the expertise of the commercial sector, and to gain access to those
commercial capabilities if required. Moreover, through IBex’s partnerships with industry
and its Market Research reports, the program provides industrial base awareness over assets
that can be utilized during a contingency or national emergency. This report will provide in-depth information on the current practices of implant recycling practices within the US mortuary industry, identifying best practices, barriers to adoption,
and opportunities for improvement to inform policy recommendations and promote
sustainable waste management in Washington state.
