About this opportunity

The Defense Logistics Agency is seeking industry support through its Industrial Base Extension (IBex) Program to conduct a comprehensive capability and capacity determination study for medical device production in four Trade Agreements Act-compliant countries: Australia, Japan, South Korea, and Taiwan. The procurement involves developing an in-depth market research report that analyzes local production capacity for specific medical devices including saline solutions, various types of syringes, and hemodialysis bloodlines, with detailed examination of each country's manufacturing infrastructure, domestic production and supply chains, regulatory frameworks, customs procedures, and potential limitations for foreign entities in local procurement processes. The solicitation will be evaluated using tradeoff procedures that prioritize technical and project management factors over past performance, with price being the least important consideration in the assessment process. Vendors will be evaluated on their statement of work acceptance, data gathering techniques, regional presence, customer service approach, risk management plan, and quality assurance processes. The original solicitation was posted on July 9, 2025, with the submission deadline extended through amendments to July 31, 2025, at 12:00 PM EST.

This procurement does not utilize any set-aside designations and is unrestricted to all qualified contractors. The solicitation falls under NAICS code 541614 for Process, Physical Distribution, and Logistics Consulting Services with a size standard of $20 million, indicating opportunities for businesses of various sizes to compete. While specific contract values are not disclosed in the available documentation, the nature of the comprehensive market research study across four countries suggests a substantial scope of work requiring significant analytical capabilities and regional expertise. The place of performance is designated as Philadelphia, Pennsylvania, where the DLA Contracting Services Office is located. The IBex Program's strategic focus on supporting DOD operations in remote or hostile environments through commercial sector partnerships underscores the critical nature of this capability assessment for national security planning and contingency operations.
